Accomack Public Safety Goes Critical:
Will Developers Pay Their Share? (August 5, 2007)

The Accomack County Public Safety System Report

On June 12, 2007, All Hands Consulting, commissioned by the County to do a comprehensive analysis of the County’s public safety system, delivered their report. The 3-volume report covers risks, capabilities, and a suggested strategic plan. The report says that, “An analogy to describe the public safety system is one of a sick person, for the system is indeed sick, and in need of treatment.”

Tony Picardi reviews the Public Safety System report and finds that, “This report paints a picture of a fragmented public safety system in need of complete and fundamental overhaul.” It is a wake-up call to the county not only because of the state of the public safety system but the bill that will be needed to bring it up to modern standards, now estimated at up to $7.7 million. In his essay, “Accomack Public Safety System Needs Major Overhaul: Will Developers Pay Their Share?”, Picardi observes that taxpayers are subsidizing developers for the unfunded cost of providing infrastructure – like the public safety system -- to home owners. He offers a creative way to pay for the modernization of Accomack County’s Public Safety System and more. Why is SONs involved in Public Safety? Because responsible growth mandates that Fire and EMS system response be taken into account in developing the comprehensive plan.

The law suit winds inexorably to its inevitable conclusion…

Meanwhile, having ruled that SONs can present its case for a summary judgment, SONs is now presenting Judge Tyler with the material facts of the case that reside in public documents and recordings of the meetings. Once the facts are admitted to, we believe that it is clear that the law has been broken.
