Respondent:  E. Phillip McCaleb, District: 9
Date: 8/06/07

1. In your opinion, what are the top three problems for the county?
A. Management of growth. Growth affects most County responsibilities such as water, schools, solid waste, public safety
B. Budget and efficient use of tax dollars
C. Jobs and standard of living

2. Why are these problems?
A. We do not have plans to upgrade our infrastructure consistent with the growth that is coming. This has never been thoughtfully approached.
B. There is not enough oversight and accountability in the County. Waste of tax dollars should not be tolerated.
C. We need to do everything possible to encourage job growth while maintaining the character of the Shore. Good jobs are a key to improving every person’s life.

3. What would you do about them if elected to the Board of Supervisors?
A. Work toward a good Comprehensive Plan for the County along with appropriate Zoning Ordinances and regulations to implement it.
B. We should exert managerial responsibility over the income and expenses of the County. The Supervisors should meet with the other constitutional officials and county department heads to review tax dollar use. The County should treat all taxpayers equally.
C. I would support the economic development position to actively promote the Shore to new business.

4. What do you think about water in the county – Storm water, Ground water, seawater, bay water?
The quality of all our water resources defines the character of the Shore and what it will become. I would work for equal protection of both the seaside and bay side water. All County plans need to include water management.

5. What do you think of the recent (June, 2007) report on the Accomack County Public Safety System?
In general, we should implement the consultants’ recommendations; many of these recommendations are made for the third time. We need to improve the first responder response time in District 9. We need an ambulance stationed in the southern area of the County. We need rational distribution of costs and services.
